I believe that snowlgobe is a portal to a pocket dimension that takes whatever shape the occupant desires. Somewhat like the Room of Requirement from Harry Potter.

My theory was that she and the Doctor met the snow globe maker and Derpy left enough of an impression on him that he put an image of her in it.
