It's not badly written, it just feels... Hollow and melodramatic. Maybe you'll fix it in later chapters, so I'm not giving up hope.

OC means Original Character. That is, a character that has no roots in the source material.

As funny as it would have been, Luna doesn't appear to have that type of personality. However, if you look hard enough, you'll probably find somepony who writes Luna's character that way! :P
Also, I'd better get started on Part 3 the moment I get home!
It sounds like Starry is dying. I hope he does, it'll make the story so much better than, "LOL then Luna fixed him and he was all better the end!"
I hate cheap endings like that.

That's pretty cruel to say, wanting him to die, even for the sake of bettering the story.
Though I will say I've never been the kind for cheap endings. You'll just have to wait!

While it is cruel to assume that he will die, I agree with this comment, but at the same time I don't.
Perhaps he could be 'moving on' to the stars himself? mayhaps he will become part of the universe ala Oogway style? Who knows.
Ending better make me cry or this story will be 'meh'
