Everyone could use rocks... there are many uses for them you know.

But ultimately coal and gems plus other things could be made from a rock farm, plus helping to clear land for plantations like the apple farmers...(They need Rock Farmers in Apploosa to flatten and pave the way for the future generations!)

If it (fan art, comics, fanfics) has Doctor Whoof in it then it can be pretty much assumed you would need to watch Doctor Who to understand it. This particular comic is reference to that face that The Doctor in Doctor Who usually seems to see potential uses in otherwise useless or random objects.

Even in the show he mocks himself for being able to save the world with "a kettle and some string".

LOL, this is a good one, but a slight nit: I don't think Rainbow Dash was a resident of Ponyville way back then. Rarity could have worked just as well.
