I think this comic came about as part of a collaboration on /co/. Chopper's Top Hat wrote the first version of the lyrics and other bronies tweaked and improved on them. Then some other (awesome) person turned it all into an image.

I saw it first through a link on his FurAffinity account: http://www.furaffinity.net/view/5656055 ...which also has a link to a medium-resolution version of the image. (Look in the description for the submission, which is just the last panel.)
...and reviewing previous comments, it seems likely that KT drew the last panel, and compiled the rest, but it was the aforementioned collaborative effort--which would make sense given FA doesn't allow you to post screenshots, so he only posted the original portion there.
I finally made it from the drawfriends the pinkazoid picture appeared in. Seriously I make one reference of Pinkie Pie and Candle in the aprils foals day competition and this spawns. I really should have just wrote a song fic instead of ponies playing twister, speaking of twisters ever been within two miles of one? NOT PLEASANT!
But wow the seeds I did sow even as I bleed and cry a little at least I know something came of my horrible writing talent. Excuse me I'm still catching up with all the stuff I missed on Equestria Daily after a heavily understated tornado incident.
