Pinkie Pie is amazing. Best pony all years every years, even leap years, and I hate leap years. Though there are some exceptions; Sunday, Tuesday, Wednesday, and Friday are reserved for other ponies. Yep...
I have taken it upon myself to be EqD's "best pony" analyst, (since someone needs to make sense of the boggling pattern created by Seth's "best pony" declarations.) so allow me to answer your question.
No one's excluded. Those days are RESERVED for other ponies, but Seth can change best pony several times within the course of the day, and days that are not reserved can vary based on the week or month, as well as outside factors like the weather, recently posted comics, or of course, a new episode spotlighting a particular pony.
I give it approximately 7.2 hours until best pony changes again, at which point there is a 43% chance that it will become Fluttershy, a 30% chance that it will be Scootaloo, and a 27% chance that it will be a background pony. Unless another well-drawn comic appears. Then all bets are off. Plus, it's Thursday, and that sometimes causes an unprecedented swing in the direction of Cheerilee.
Not to mention, it's 30-something degrees in the northeast U.S. today, so percentages are open to 5-7 percentile swings in either direction.

OCD acting up here, people really gotta start realizing the difference between cannon - as in the thing Pinkie is firing, and canon, which is the bit acknowledging the fact that Pinkie has said cannon for party purposes.

Much as I like Shouty Luna, I'm going to miss Moe Blob Woona a bit. I'm amazed no one has made a plushie of Woona and sold it on eBay with its own cardboard box.
As a grammar nazi, every time I see someone confuse "Canon" and "Cannon", I feel like redirecting them to these TFWiki articles:

In short, "Canon" means the story material which is considered to affect the overall continuity, whereas "Cannon" refers to a really big gun like what Pinkie Pie is handling.
I thought the whole "Party Canon" thing was a joke due to a cannon being her weapon of choice in most fan interpretations; mainly fanfics. So in the end, it turns out the cannon is canon.

The first comic wins for simply ending on the "Twilight gets tossed in the air" part of her Birthday party, where she is happiness incarnate.
As for #2, I guess Luna can find some space for Woona up in the attic or something.
