Source What villain do you think got closest to taking over Equestria? Who had the most devious plan?
To me it seems that Cozy Glow had the best plan overall in Season 8, but she was too full of herself to make it work out in the end. She had everyone in her hooves and was going to succeed in taking magic away, but she didn't have an end game. There was never a plan for what to do after that; she just presumed everyone would like her and it fell apart because of that. The Season 9 plan wasn't bad either, but it had too many moving parts to really work out in the end.
Opaline's plan wasn't bad, but she underestimated the power of a cringey little dragon Sparkey :P
