Ditzy Doo - another name for Derpy - was supposed to get the birds from the South and bring them back North in a previous Winter Wrap Up, but flew North to get them instead
I still prefer to think of Ditzy Doo and Derpy as separate ponies. Mainly because I don't like the idea that the only thing ever said about Derpy in canon would be an insult.

@Daisymare Rainbow Dash is known for acting and speaking before thinking; given that she sought out Derpy to apologize to her, I'm sure she wouldn't intentionally hurt her feelings. It's not like we're dealing with Gilda, here.
Personally, I prefer a characterization of Derpy where she's OK with being different and doesn't let comments like that bother her, but this is a well-done comic; kudos to the artist.
#1 gets less funny when you realize Luna just destroyed one of their most important crops for the sole purpose of a joke. I doubt any of the zebras would find any amusement out of that.

And the second comic... awwwwwww, Derpy. :'( That genuinely made me sad. Because I can certainly relate to this Derpy and her sorrow of seeming to be different. *hugs her tightly*
@DutchB She was one of the three pegasi seen panicing and escaping Cloudsdale during Discord's Vision. Unfortunately from the angle she was at you couldn't see the Eyes, but it was certainly her.
As for Luna personality... I'm not sure. Probably benevolent ruler as well, with some trauma issues after being Nightmare Moon for soo long, and maybe a Jealousy Issue considering that was part of the reason that turned her into Nightmare Moon.
@Fractured Yeah IA, but I guess some people don't like Rarity because she's the most traditionally FASHION!girly character. It's irrational because she really does have such a warm and lovely personality.
RD is my least favorite out of the mane six (I still love her though!) just because she is the most insensitive when it comes to others. I think she's acting very much in-character in this comic; like jodyjm13 said, she's not being malicious, she probably just doesn't realize how her words or actions might affect others.

It would've been funnier if she did something to the plants, rather than use the plants against them. Unless the joke's supposed to be that she replaced one plant of blue for another.

As for Derpy, I think she's obsessing too much on being different and not enough on what's important. She still eats, breathes, lives, and functions inside of society; way I see it, there's nothing wrong with her. She could have a flower head, spotted body, otter forelegs, bird hind legs, and a flagpole for a tail for all I care and I'd still insist that there's nothing wrong with her.

Also, if you really want to take things this seriously, what Rainbow Dash said was, "it was a pretty stupid thing to fly that way"; that is, she was calling the action stupid, not the pony performing the action. Still not a smart thing to say, but considering we all do stupid things from time to time, it's not that harsh an insult; it just hit Derpy in a vulnerable area in this comic.

Part of me just wants to backhoof Rainbow Dash for the second one.
As for the first one, I loled quite a bit.
So #2 seems totally in character for Rainbow Dash. So I don't get why everyone hates on Rarity but loves the hell outta Rainbow.
Dashes apology is very accurate, and a carbon copy of how a few of my own apologies have gone.
