You know you make more than enough money with that bloated contract the Fillydelphia Fillies gave you last winter to be able to buy your own flying machine, to make up for the fact that your beanie no longer lets you fly like it did when that psycho Discord was in charge.
That whole scene with this character seemed reminiscent of looney tunes to me. It reminded me of the episode where porky pig encountered a dodo bird. I totally think she is supposed to be like a pony version of that dodo bird
I personally would love to see her be the creation of Discord, but as a living thing with no inherent evil in her, the elements of harmony left her be. I'd love to see Season 2 have her as an occasional character, befriended by the ponies of Ponyville...
Alas, as comic relief, she was likely a one shot. I suppose you could say this Screwball got hit out of the park.
I'm feeling that she's just a one-shot. The screwball cutie-mark is an obvious reference to the Tex Avery/Chuck Jones cartoon era where characters would hold up a sign with a screw & ball to mock another character.
The screwball cutie mark was a nod to the great Chuck Jones short "Duck Amuck", where Daffy's arguments with his own animator lead him to being redrawn (without his knowledge) into a bizarre, flower-headed creature with a screw ball flag waving from his tail.
Bugs was responsible, of course, but the suffering Daffy goes through in that whole episode was exactly what Discord aspires to do to Ponyville.
Screwball become a pitcher in the minors then win a lot of games and look for a team to play in maybe a team like Canterlot Colts. Then become famous and win a championship. At the end become a coach :P
Call her 'Daffy'. That same cutie mark was seen on Daffy Duck in the classic "Duck Amuck" cartoon from 1953. I think calling her Screwball is a bit too obvious.
The moment in that cartoon where Daffy finally reaches his limit and freaks out, screaming and hollering like a maniac and tearing the scene to shreds, has never failed to make me lol.
Discord could easily have said "Ain't I a stinker?" at pretty much any point in those two episodes. :D

If we assume she was actually created by Discord, then Screwball would fit very well; personally, I like Topsy Turvy or Merrie Melody, particularly if we assume she's a normal earth pony who got a little too caught up in the chaos.
I like all of the suggested names, honestly (and Merry Melodie has the most pony-sounding name of the bunch with the added benefit of being a clever nod), but I think fandom has probably already run with "Screwball".
I think that name appeared in the discussion for the episode shortly after she graced the screen, and the fact that people instantly know which pony is being referred to is an obvious plus.

While I'm not one to deny anybody a chance at a new character (personally I like seeing people's OCs), I'd just like to point out something.
Discord's MO seems to be to turn ponies into their opposites. For example, Granny Smith kept her color palette, but was dancing non-stop. Big Mac turned grayer and was completely non-serious and extroverted.
How do we know that this pony isn't just Diamond Tiara as twisted by Discord? The opposite of her stuck up self-important attitude would seem to be a complete fool. Screwball's coat and mane colors are slightly darker than DT's, like they've been mixed with gray (which is usually the sign that Discord's done something to them).
@Pyrobug If they did to him what Celestia and Luna did to him, he's staying petrified until someone other group of ponies becomes aligned with the Elements of Harmony. That's probably not going to happen while the main cast is still alive.
Or, he could be petrified forever. Celestia said she and Luna couldn't bring out the full potential of the elements.
