Luna is completely out of the 30 seconds of character that we actually have of her...
Though i do like that the unusual humour thing was used.
Celestia seems to be decently in character.

I'm sorry but I'm going to comment before reading:
How can Royalty fall for one of her guards. I don't know about you be I can see a reference to the British Queen's Guards (See A Bird in the Hoof episode) and I can not understand how you can fall for a pony, that look almost the same as any other guard, whose job is to be a statue on stand by.
Wait, don't ALL the guards have white coats, blue manes, and the exact same physical features?
Or Luna'll fall for Kick Off, and Kick Off'll be interested in somepony else completely.
But even if it is predictable, it's well written and illicits a few Dawwwww moments. Tis worth continuing.
Celestia dating and Luna as the go between, that's going to be interesting.
Chances of hijinx most indeed.

I shall work as fast as I can, but I also want this to be of the best quality I can bring, so that means rereading and editors.
Also yeah, the Houyhnhnms are a Gulliver's Island reference and I owe that to a chap who helped me edit by the name of Binky. He helped a lot actually, gave the idea to close out the chapter with a romantic image.

I've done some stuff I'm not proud of under Celestia's rule...
I think it's quite cute, but there's something about the way that Luna seems to swing from one personality to the other that sets me kind of on edge. And Celestia seems a little too eager to disrespect the 'ideals' of Royalty. That said, I'll certainly keep an eye on this, and keep reading. Good job.

Actually, that was already done quite a long time ago. Look up in one of Ponychan's shipping collections.
I'm going to keep my eye on this fic. I love anything having to do with Royal Sisters!
I feel I have to point out that in the show's opening sequence the guard ponies at Celestia's throne are Gray with white manes and tails, Not all guard ponies are white with blue. just thought I should put that out there.

It's implied that all the unicorn guards are gray, while all the pegasus guards are white.

Yes, just like the hyper-athlete racer Rainbow Dash, the cake-snarfing partygirl Pinkie, the bookish nerd Twilight and the physical laborer Applejack have the exact same build. :)

On the story itself: a nice start! I can see Celestia getting lonely and deciding that now's a good time to start living a little...

Wow. I hadn't even realized she wasn't really being shipped at all. I've found myself now a fan of Doctor Whoof/Celestia, but this works just as well. I love this new take on an actual "old fashioned" Luna with a less trollestia, more playful Celestia. Congratulations, you've just made your version of Celestia rank up there on my list of lovable ponies.
Love it, but bawww at having to wait for the next chapter.
I suspect this is actually Celestia trying to set up Luna and play matchmaker.

This is a very cute setup. The dialogue between the sisters is great. I love the very subtle differences in Luna's speech patterns, being a thousand years out of date and all. I think I'm interested to see where this goes, the comedic potential is through the roof!
