It's very common for TV animation studios to still be in production when the season starts. This was true of Season 1, and I don't see why it won't be true of Season 2. I think the new season will start in September or October.
It wouldn't make any sense to wait until *all* of the episodes were finished to start the new season off. :)
Also, consider this: in Season 1, the only reason Derpy's eyes started getting "derped* with regularity is that the season was still in production. Everything prior to "Feeling Pinkie Keen" was already finished.

@Oleetar 1) Fluttershy has been shown to have a bit of a temper and an ego in the past, particularly when dealing with animals and the CMC. That, paired with the combined stress of 'one night only' and 'why do they run from me?!' would make anyone a little strung out. Plus extreme expressions are funny.
2) Compared to the alternative?
3) Blueblood, yes. Wonderbolts? Not so much -- they were being pretty darn friendly, actually. But they are celebrities and their attention was being demanded. Dash got invited into the already-existing crowd of special guests, after all. She wasn't expected.
