The joke is very clear. Scoot admires dash, and the dash in the picture is a cardboard cut out. Also Lauren already said Dash has no sister. Theres a comic about that fact.
I don't actually think it's sad. I think it's inspirational. While we won't know until next week, I'm pretty sure Dash is okay with Scootaloo and likes her enthusiasm well enough. It's just so adorable to see Scoots take her admiration to cardboard-cutout levels of devotion.

Poor Scootaloo. Rainbow Dash doesn't have the personality to be a good big sister, according to Lauren Faust. So all Scoots has left is that cardboard cutout. :-(

Anyways, that is one adorable comic. I dunno, I can totally see RD as being a pretty awesome "big sis" figure. I really can't wait to see the interaction/relationship between the two, because it's bound to be cute as hell...and then maybe Scoot won't have to tote around her cutout so much...xD Yeah, I hope Dash is prepared to handle the enthusiasm of her biggest little admirer. ;)

@Auta Mane I'm pretty sure it's just her being a child. We haven't seen Sweetie Belle do any unicorn telekinesis either, as far as I can recall.
